PERMIT#:M-1985-040 <br /> INSPECTOR'S INITIALS:TOD <br /> INSPECTION DATE:December 2,2014 <br /> OBSERVATIONS <br /> This inspection was conducted by Tyler O'Donnell of the Division of Reclamation, Mining and Safety <br /> (DRMS). Seifert Construction dba Seifert Enterprises, LLC, the Operator, was represented by Kent Beach <br /> during the inspection. The Bureau of Land Management (BLM), the mineral rights owner, was represented by <br /> Stephanie Carter during the inspection. <br /> The Seifert Pit is located in Custer County approximately 12.5 miles south of Westcliffe Colorado. The Seifert <br /> Pit is a 17.3-acre 112c Construction Materials Reclamation Permit, which was issued in 1985. The approved <br /> post-mining land use is rangeland. <br /> This inspection was conducted as a normal routine monitoring inspection. During the inspection the sky was <br /> overcast and the ground was dry. No mining equipment was present during the inspection. It appears that the <br /> last mining activities were progressing from west to east. At the present time it appears that the mining <br /> operation has affected approximately 10 acres. The disturbed area has filled in with volunteer vegetation and a <br /> few annual weeds. It appears that the site has been inactive for a long period of time. The last annual report <br /> indicated that the last site activity was in 2005. <br /> Backfilling and Grading: <br /> Some backfilling and grading has occurred however, the majority of the disturbed area has highwalls with <br /> slopes ranging from 2H:1 V to near vertical. The pit contains approximately 825 linear feet of highwalls with an <br /> average highwall height of approximately 10 feet. The highwalls run along the northern, western and eastern <br /> sides of the pit. The pit daylights to the south. There were several stockpiles of pit run and product scattered <br /> throughout the site. <br /> Financial Warranty: <br /> The current amount of financial warranty the Operator has on deposit with the State is $40,000.00. <br /> The reclamation cost estimate for this pit was updated with this inspection. It was determined that the current <br /> financial warranty amount is adequate. At the request of the BLM, DRMS has review the paperwork filled with <br /> the financial warranty. The paperwork filed with the current corporate surety was filed on the incorrect form. <br /> Please contact the entity that has issued your corporate surety and please file the attached form with DRMS. <br /> Please make arrangements with Barbara Coria at the DRMS's Denver office for submittal of the financial <br /> warranty. Any other questions regarding completion, execution and/or submittal of financial warranty forms <br /> should also be directed to Barbara Coria. Her phone number is 303-899-3567, extension 8148. <br /> Hydrologic Balance: <br /> The bottom of the pit was dry. The pit daylights to the South. There were no evidence of excessive erosion. <br /> There appeared to be no significant impacts to the prevailing hydrologic balance. <br /> Gen. Compliance With Mine Plan: <br /> The operation appeared to be following the approved mine plan. All mining activity appeared to be within the <br /> approved boundary. Do to the inactive nature of this pit the Operator will either need to apply for Intermittent <br /> Status (IS) or Temporary Cessation (TC) (please see the enclosed letter regarding IS and TC sent to the <br /> Operator in 2013 and the forms for both IS and TC). The Operator's representative stated in the field that they <br /> would apply for IS and haul out of the pit at least a once a year times a year. <br /> Roads: <br /> The access road was stable and in good condition. The site sees infrequent use the road has began to filled in <br /> with volunteer vegetation and a few annual weeds. <br /> Page 2 of 5 <br />
