PERMIT#:M-1999-007 <br /> INSPECTOR'S INITIALS:THM <br /> INSPECTION DATE:November 25,2014 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br /> of Reclamation, Mining and Safety. The North River Gravel Pit is located approximately 3 miles northeast of <br /> Rangely, Colorado in Rio Blanco County. <br /> The purpose of the inspection was to observe the current conditions of the operation. <br /> The lack of a sign in accordance with rule 3.1.12(1) is considered a problem and a sign must be posted at the <br /> entrance of the mine site no later than the corrective action date of February 18, 2015. <br /> The pit was inactive during the inspection and no equipment was observed within the permit area. <br /> Various stockpiles of construction material were observed in the eastern portion of the gravel pit. <br /> The operator recently purchased the 68 acre property that the 9.9 acre 110c reclamation permit is located. <br /> The land surrounding the permitted site has evidence of pre-law (prior to 1977) disturbance from mining <br /> activities. <br /> The mine consists of only 9.9 permitted acres and the disturbance observed exceeds the 9.9 acres allowed for <br /> mining activities. It is not possible to define what disturbance outside of the permit area was recent or pre- <br /> law. In order to update the permit the operator must submit a 110c to 112c conversion to expand the permit <br /> area to include previously disturbed resources outside of the permit area. The operator may wish to include <br /> non-disturbed resources on the property too. The purpose of the required conversion from a 110c to a 112c is <br /> to account for all the surface disturbance on the site and to update the mining and reclamation plans. The <br /> current mining and reclamation plans are outdated and the maps originally submitted to the Division are not <br /> accurate. The conversion must be submitted no later than June 30,2015. <br /> Photos that show the conditions observed during the November 25, 2014 inspection are included at the end of <br /> this report. <br /> Responses to this inspection report should be directed to Travis Marshall at the Division of Reclamation, <br /> Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado <br /> 81501, phone no.
