The site for the west expansion to gob pile #2 (TR -72) will initially be cleared of trees
and heavy brush. Then, it is estimated approximately 4,100 cubic yards of topsoil
and approximately 60,900 cubic yards of coverfill material will be salvaged. The
salvaged topsoil and coverfill material may not be stockpiled, but will likely be used to
for reclamation of gob pile #2.
The area for the west and north expansion of gob pile #2 (TR -76) will initially be cleared
of trees and heavy brush. Then, if topsoil is available, approximately 11,810 cubic yards
and approximately 29,600 cubic yards of coverfill material will be salvaged. The
salvaged topsoil and coverfill material may not be stockpiled, but will likely be used to for
reclamation of gob pile #2. A topsoil variance was approved with TR -76 and allows for a
variance from topsoil removal in areas that are too steep (slopes exceeding 2HAV),
where the topsoil is too thin (less than three inches), or where the material is too rocky.
This request is specifically for the planned disturbance associated with the expansion of
Gob Pile #2. However, if topsoil is available it will be salvaged.
The Operator is in the process of excavating the coverfill material from the east side of
gob pile #3. A portion of the coverfill material will be hauled to gob pile #2 and placed on
the completed slopes to the extent possible. Coverfill that cannot be placed on
completed slopes will be placed in one of two temporary stockpiles on the second bench
of gob pile #2. One stockpile is located west of the haul road, the other is located east of
the haul road. The material placed in stockpile west of the haul road will be placed at the
angle of repose and will contain up to 30,000 CY. The stockpile will be up to 50' in
height and approximately 400' long. (This stockpile is not an engineered fill and the
aforementioned dimensions are only approximate). The location of the stockpile is
shown on Figure 1 of the stability evaluation performed to demonstrate the weight of the
coverfill pile does not compromise the overall stability of the gob pile. The October 1,
2014 Stability Evaluation follows this section.
The stockpile east of the haul road will contain up to 40,000 CY and be placed at the
angle of repose. The east stockpile will be up to 50' in height and approximately 350'
long. (This stockpile is not an engineered fill and the aforementioned dimensions are
only approximate). The location of the stockpile is shown on Figure 1 of the stability
evaluation performed to demonstrate the weight of the coverfill pile does not compromise
the overall stability of the gob pile. The September 19, 2014 Stability Evaluation follows
this section.
MR -171 - 7 - 01/15
