Mine Site Evaluation <br />Mine Name: Trapper Mine <br />Permittee: Trapper Mining, Inc. <br />Permit ID #: C -81 -010 <br />Inspection Date: October 15, 2014 <br />Inspection Type: Phase II Bond Release (277.8 acres) SL -16 <br />Weather Conditions: 60 degrees, partly cloudy, windy. <br />Participants: <br />Graham Roberts, Trapper Mining, Inc. (TMI) <br />Jared Smith, Colorado State Land Board (CSLB) <br />Jared Ebert, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Duane Matt, Office of Surface Mining (OSM) <br />On October 23, 2014, DRMS informed OSM that it had found Trapper Mining's SL -16 bond <br />release application complete. SL -16 requested Phase II bond release of 277.8 acres, and included <br />a brief description of the mine, the map showing the parcels being reclaimed, vegetation <br />sampling data and general correspondence. Trapper Mining Inc. (TMI) notified other pertinent <br />parties (owners of surface area within and contiguous to the permit area, local governmental and <br />planning agencies, and appropriate federal agencies) of this bond release inspection. OSM, <br />DRMS, and the operator were the only parties that attended. Prior to and after this evaluation I <br />reviewed the bond release application and other relevant files from both the OSM Western <br />Region Office and the online permitting database maintained by DRMS. <br />Federal, State, and private coal is mined at this site. OSM is a co -payee on the reclamation <br />surety bond. Trapper Mining, Inc. has requested a liability release on these parcels; no reduction <br />in the amount of the bond is sought with this bond release application. DRMS administers the <br />bond release process in part through the State- Federal Cooperative Agreement found at 30 CFR, <br />Part 906.30. DRMS also follows the "Guidelines Regarding Selected Coal Mine Bond Release <br />Issues, " - dated April 18, 1995 -as well as, sections contained in Rule 4.15, Rule 3 to evaluate <br />reclamation success on bond release sites. The current bond is valued at $30,173,724. <br />
