Williams and Weiss Consulting, LLC <br /> 5255 Ronald Reagan boulevard,Ste. 22.0 <br /> ,Johnstown, CO 80534 <br /> December 17,2014 <br /> Tracy Kosloff <br /> State Engineer's Office <br /> 1313 Sherman Street,Room 818 <br /> Denver,CO 80203 <br /> RE:2015 Substitute Water Supply Plan(WDID 0302524)for the Loloff Construction Inc.'s <br /> Loloff Gravel Pit DRMS Permit No. M-1985-112(WDID 0303012) <br /> Dear Ms.Kosloff, <br /> Williams and Weiss Consulting,LLC(WWC)is submitting this Substitute Water Supply Plan <br /> (SWSP)application on behalf of the Loloff Construction Inc. for the Loloff Pit sand and gravel <br /> mining operations. This SWSP submittal addresses the projected depletions from the Loloff Pit <br /> for the period January 1,2015 through December 31,2015.A check for the processing of this <br /> SWSP submittal of$1,593.00 is attached. Loloff Construction,Inc. is submitting an amendment <br /> to the DRMS to amend the existing permit M-1985-112 to include some additional mining area <br /> within their existing property as well as changing the final reclamation to lined pit storage. The <br /> amendment will be submitted next week to the DRMS. <br /> Project Description: <br /> The Loloff Pit is a gravel pit operation located in the SE 1/4 of the NW 1/4 of Section 4,Township <br /> 5 North,Range 65 West of the 6th P.M., in Weld County.The location of operations is shown in <br /> Map 1 attached to this letter. <br /> Mining operations for 2015,as well as operations from previous years,will result in depletions to <br /> the Poudre River near the Ogilvy Ditch headgate caused by evaporative losses from a de-watering <br /> trench as well as operational losses from dust control and water retained in material removed <br /> from the site.Map 2 is a site map developed from a survey conducted in November of 2014. <br /> Material removed from the site will be in a de-watered state and will not be washed.The amount <br /> of material mined on a monthly and annual basis is based on market conditions.The projected <br /> sand and gravel production for the January through December 2015 timeframe is 500,000 tons. <br /> The use of water for dust control is expected to range from 2,100 gallons to 5,600 gallons per <br /> day,depending upon weather conditions.At this level of annual sand and gravel production,the <br /> life of the gravel pit mining will be 5 to 7 years. <br /> Dewatering at this site will produce delayed depletions to the stream system.As long as the pit is <br /> continuously dewatered,the water returned to the stream should be adequate to offset the <br /> depletions,thus dewatering is required to continue during the term of this plan. Once dewatering <br /> at this site ceases,the river will experience a net depletion as the pit gradually fills.At least three <br /> years prior to completion of dewatering,a plan will be submitted that specifies how the post <br /> pumping dewatering depletions(including refilling the pit)will be replaced,in time,location, <br /> and amount. <br /> WWC Water Resource Engineering <br />
