EXHIBIT D <br /> MINE PLAN <br /> The Loloff Pit is an operational sand and gravel mine,with this application being for the expansion of the <br /> existing mine boundaries to include approximately five (5)acres of additional mining area. The site is <br /> approximately 54 acres with 42.7 acres currently permitted under Permit M-1985-112 on file with the <br /> Colorado Division of Reclamation Mining&Safety. <br /> Exhibit C shows the current permitted mining area and Exhibit D shows the proposed areas to be <br /> affected under the amendment to the permit. The affected areas include Area 1 in the northeast corner <br /> of the property that was identified as a shop and storage area in the original permit application. The <br /> property ownership changed hands over the last year and it is the new owners desire to mine this area <br /> as it contains approximately 450,000 tons of material with an average depth of 45 feet in the northeast <br /> corner. The other area where the modified permit boundaries are being requested is in the south west <br /> corner of the property identified on the map as Area 2. This area was disturbed by previous operators <br /> and this amendment includes this disturbance. This amendment shall accommodate the minimum <br /> offsets while maximizing the water storage volume for post reclamation use. This area is not a mining <br /> area as much as it is an amendment to the reclamation. The modifications proposed in Area 2 do not <br /> create any additional encroachment of existing structures. This area of impact is approximately 0.25 <br /> acres and there is not any significant depth of material. <br /> The current method of mining is a dry mining operation with de-watering occurring in the southeast <br /> corner of the property. De-watering trenches have been excavated and the sand and gravel is <br /> subsequently mined using an excavator to load haul trucks to haul material to a stockpile to feed the <br /> crusher plant. The crusher plant is loaded with front end loaders and the final product of road base will <br /> be loaded into trucks with front end loaders from a stockpile. The pit is currently mined in areas of 15- <br /> 20 acres at a time with 5-10 feet of depth of material. Stability analysis were performed with the Loloff <br /> Pit Permit M-1985-112 Technical Revision No. 1 and all mining techniques submitted with TR-01 will <br /> apply to the amended areas to be mined. The results of the stability analysis have been attached for <br /> your review. There is no use of explosives on this site and there are no explosives to be stored on site. <br /> The material being mined currently is sand and gravel that is crushed and screened to create various <br /> road base products or it is sold as pit run and used for construction materials. These construction <br /> materials are being utilized in the oil and gas fields for pad site construction and with the current boom <br /> in development,the intended timeline for the completion of the reclamation of the pit is 2016, but is <br /> subject to change as the industry changes. It should be noted that the slopes are being graded to the <br /> final reclamation slopes as mining operations are on-going. It is the owner's intent to have a slurry wall <br /> installed to mitigate infiltration of ground water as part of the final reclamation plan,so re-vegetation of <br /> the slopes has not begun, but shall be completed once the wall is installed. <br />
