COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
January 8, 2015
Forrest Luke
Trapper Mining, Inc
P.O. Box 187
Craig, CO 81626
RE: Trapper Mining, Inc., Permit C- 1981 -010
Archeological Resources Site 5MF948
Dear Mr. Luke:
The Colorado Division of Reclamation, Mining and Safety (Division) was contacted by Jennifer Maiolo
with the Bureau of Land Management (BLM) on December 3, 2014 regarding Archeological Site
5MF948. According to the BLM, this site has been reported in the wrong location and is actually located
within the permit area. Also, the BLM requested the Division determine if mining and blasting would
adversely affect the site. The Division has evaluated this issue in accordance with Rule 2.04.4 and
2.05.6(4).
Trapper's permit Section 2.9 and Appendix K indicate the site is located in Section 8 of Township 5
North, Range 90 West of the 6"' principal meridian and is outside of the permit area. Permit map M45
depicts this site to be located in Section 8 outside of the permit area. The BLM indicated this site is
located in Section 5, not Section 8. The Division conducted on inspection of the site on December 10,
2014. The Division collected a GPS point at the site and confirmed that the site is located in Section 5
within the permit area. According to permit page 4 -3a, the site is 3,600 feet away of the closest proposed
mining disturbance. Based on the GPS point collected by the Division, the site will be about 700 feet
from the mining projected to occur in 2016 based on map M10a in permit. Given Trapper's current
mining plan, flyrock and airblasts will not likely affect site 5MF948. However, ground vibration, if large
enough, might affect the sandstone upon which the petroglyphs are painted.
The Division requests that Trapper submit a Technical Revision to update the following:
1.) Revise section 2.9 and 4.1 of the permit to indicate the site is located within the permit boundary.
2.) Revise permit section 2.9 to indicate the correct location of the site and to note the error of the
location cited in the cultural resource report included in Appendix K for this site.
3.) Revise permit section 4.1 to indicate how far the site will be from the projected mining
disturbance.
4.) Please evaluate if the mining setback from the site is far enough away from blasting, and given
the expected sizes of the blasts, that the site won't be affected. Once this is completed, please
revise section 2.9 and 4.1 of the permit to include the results of this evaluation.
