December 30, 2014 C- 1980- 007/West Elk Mine JRS <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- Both the RPE and RPEE are closed down for the winter months. The haul road, especially to the RPEE, <br />becomes almost impassible at this time of the year. The RPE was viewed from the road. It was covered with <br />snow but appeared to remain stable, with no erosional problems noted. <br />- The LRP was covered with several inches of snow but remained stable at the time of the inspection. There were <br />no erosional problems noted on the LRP. <br />ROADS — Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The mine access/haul road is a paved road. The road was stable and well maintained at the time of the <br />inspection. <br />- The haul road to the Sylvester Gulch facility area was covered with some packed snow. The road appeared to be <br />stable and no erosional problems were noted. <br />- The roads along the lower (main) facilities area were all covered with snow but remained stable. <br />- The road to the portal area was covered with snow but was stable. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The HR -1 slide area was viewed from across Colorado Highway 133. The slide area was covered with several <br />inches of snow but appeared to be stable. There were no signs of any sliding or slumping and no erosional <br />problems were noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The coal stockpile area was covered with snow but was well maintained and stable. The operator was planning <br />on a 2 -3 week maintenance shutdown so coal production was being increased and placed in the coal stockpiles to <br />keep up with shipping during the shutdown. There were no problems noted in this area. <br />- The Sylvester Gulch Facilities area was covered with packed snow but the area was stable at the time of the <br />inspection. There were no problems noted. <br />- The portal area was covered with packed snow but was well maintained and stable at the time of the inspection. <br />DOCUMENTS RECEIVED: None <br />This concludes the 30 December 2014 complete inspection report for the West Elk Mine. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 5 <br />
