Compliance With Mine Plan-Support Facilities Not On-site <br />NANA <br />-Other-Special Categories Of Mining <br />NAY <br />-Processing Waste-Topsoil <br />COMMENTS <br />A complete inspection of the Carbon Junction Mine was conducted by me, Marcia Talvitie of the <br />Division of Reclamation, Mining and Safety, on Tuesday, December 30, 2014. Skies were clear, <br />the temperature was approximately 30 deg F, and conditions were breezy. <br />Ewing Mesa, including the Carbon Junction Mine permit area, was covered with three to four <br />inches of snow. The snow had fallen within the previous week, but due to cold temperatures and <br />limited daylight, it had not yet melted. <br />PERMITTING UPDATE <br />PR-01 <br />Post-Mining Land Use and Final Reclamation:The Division issued a Preliminary <br />Adequacy Review, including comment letters from the Colorado Historic Preservation Officer; <br />Parks and Wildlife;and Division of Water Resources, on December 8, 2014.The Decision date <br />is February 16, 2015. <br />HYDROLOGIC BALANCE-Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage –Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />During an inspection on October 1, 2014, the Division found that portions of the North Pit <br />road and the Carbon Junction Channel had sustained damage from significant precipitation <br />events that occurred in September. On October 27, the Division met on site with Oakridge <br />Energy and the company’s reclamation contractor to discuss repairs to be made prior to the <br />onset of winter. <br />Although the ground was covered with three to four inches of snow, it appeared that the <br />agreed-upon repairs had been completed. Riprap in the Permanent Diversion and Unnamed <br />Tributary had been re-positioned; excess sediment had been removed from the upper reach of <br />the Permanent Diversion(Photo 1); and the North Pit road had been regraded.The outslope <br />south of the former Shared-Use Area had also been regraded(Photo 2). <br />Number of PartialInspection this Fiscal Year: 3 <br />25 <br />Number of CompleteInspections this Fiscal Year: 2Page of <br />
