Box 483 <br />Paonia, CO 81428 <br /> <br />Re: Bowie No. 2 Mine (Permit No. C-1996-083) <br /> Technical Revision No. 97 (TR- 97) <br /> Gob Pile #1 Slope Variance Request <br /> <br />Dear Mr. Bear: <br /> <br />The Division has completed a preliminary adequacy review of the technical revision application <br />(TR-97) submitted by J.E. Stover & Associates, Inc. for the Bowie No. 2 Mine. The revision <br />requests a variance from the construction requirements of Rule 4.10.1(4) for a portion of Gob <br />Pile #1. <br /> <br />With the application, BRL submitted revised pages for two portions of the approved permit <br />application package. A new stability evaluation, dated November 21, 2014, has been prepared <br />by Huddleston-Berry Engineering & Testing, LLC (HBET). HBET evaluated the present <br />configuration of Gob Pile #1, using reasonable material parameters for native soils and <br />compacted coal mine waste (gob). Geotechnical investigations for the disposal site were <br />conducted by other firms prior to construction of the pile. HBET successfully addresses the <br />pertinent requirements of 2.05.3(6)(b), (c) and (d) referenced by 4.09.1(3) for alternative design <br />specifications. We have no comments regarding the HBET Stability Evaluation for Gob Pile #1. <br /> <br />As a result of reviewing the engineering and geotechnical aspects of TR-97, we have the <br />following comments related to organization of the permit and formatting. <br /> <br />Volume IV Coal Mine Waste Bank <br />1. According to the Table of Contents (TOC), Volume IV currently includes two separate <br />reports: WesTec 1996 and Lambert 1999. Revised pages 5 & 5i were submitted with the <br />application.
