The weather was very cold
with light to moderate snow. The ground was covered with snow in many spots (less than an inch except for
drifts).
The GEC Mine was a surface mine. The Division has revoked the bond and terminated the permit, therefore no
mine operator remains. All bond monies available to the Division were utilized by the Division for reclamation
activities. No reclamation bond money remains to conduct maintenance activities.
The site was accessed through the locked green gate located on Fremont County Road No. 92, and a locked gate at
the base of the “Monarch Fan Road” next to Southfield’s Pond No. 5.
FISH and WILDLIFE –Rule 4.18:
Although no wildlife was observed on the reclaimed area during the inspection, animal scat was observed
throughout the reclaimed areas.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage –Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Pond A, the pond located adjacent to the green gate on Fremont County Road No. 92, is completely full of
sediment. Erosion has occurred at the emergency spillway of the embankment. This head cutting feature is
approximately 10 feet wide, and the height is approximately five feet. Large rocks below the embankment have
restricted erosion as the flow leaves the site.
The eroding channel in the drainage from the West Pit has very steep slopes and is up to five feet in depth.
Number of PartialInspection this Fiscal Year: 0
Number of CompleteInspections this Fiscal Year: 1
28
Page of
