PERMIT#:M-2014-051 <br /> INSPECTOR'S INITIALS:ERR <br /> INSPECTION DATE:November 3,2014 <br /> OBSERVATIONS <br /> The Division of Reclamation, Mining and Safety(Division) conducted a pre-operational inspection of the <br /> Franson Pit, Permit File No. M-2014-051. The mine is located approximately 17 miles north-northwest of <br /> Yuma, Colorado. Elliott Russell, of the Division, inspected the site while Aaron Franson accompanied it. The <br /> site was a proposed 110c operation with 9.9 permitted acres, having a post-mining land use of rangeland. On <br /> December 12, 2014, the Division approved the permit. <br /> At 9:30, the Division met Mr. Franson at the mine site entrance located 3/4 of a mile north of CR 54, on Yuma <br /> CR C which is also Washington CR Aaa. The mine's proposed access road intersects with this county road, <br /> which is also the county line, but the site is entirely in Yuma County. At the time of the inspection it was cold, <br /> the weather was overcast and raining, and the ground was wet. The permit application notice was observed at <br /> the site entrance. The permit boundary had not yet been marked; this will be cited as a problem requiring <br /> corrective action (please refer to page 1 of this report for more information). <br /> The site is located south of the ephemeral channel Rock Creek. The proposed area is currently general <br /> rangeland and appears to be in excellent condition. Mr. Franson stated that the area,that the site is located in, is <br /> coming out of the 10-year Conservation Reserve Program designation. <br /> The proposed area was driven and no pre-existing disturbances or structures were observed. The Division did <br /> observe three same areas, approximately 100 sq. ft. each, which were recently disturbed. Mr. Franson stated that <br /> these were small test pits he created to demine the depth of the gravel deposit. Since the total area of these <br /> disturbances is less than 1,600 sq. ft., the Operator will not need to apply for a Notice of Intent to Conduct <br /> Exploration Operations. These small areas are all located within the proposed permit boundary and are now <br /> incorporated into the reclamation permit of the Franson Pit. <br /> Photographs taken during the inspection are attached. <br /> Page 2 of 5 <br />
