The application was deemed complete on November 29, <br />2014. The Division finished its review of the application and has the following questions: <br />1. It appears that what is now being termed the "Southeast Coal Haul Road" is actually the first 1000 R of the <br />eastern end of the approved West Haul Road. This change in nomenclature is confusing, and creates a <br />challenge in comparing the as -built road with the approved design. There is no "Southeast Coal Haul <br />Road" on the approved map. Please update the all the text and maps so the nomenclature is consistent. <br />2. The table on permit Map 2.05.3(3) -3 shows that the width of haul roads will vary between 40 and 50 feet. <br />Cross sections provided on proposed Map 2.05.3(3) -4 show that the roadway was constructed to a width of <br />approximately 30 feet. Please explain why the proposed haul road was not designed and built to the <br />approved haul road standard outlined on Map 2.05.3(3) -3. <br />3. The Typical Cross Sections shown on permit Map 2.05.3(3) -3 show that the side slopes of the roadway will <br />vary between 3h:ly and 5h:ly. The as -built cross sections on proposed Map 2.05.3(3) -4 show only the <br />south ditch slope measurements but the north ditch measurements were not included. The south ditch slope <br />measurements, which are shown, are highly variable and most of the slopes measured are outside the <br />standard outlined on Map 2.05.3(3) -3. Please update the proposed Map 2.05.3(3) -4 to show the drainage <br />ditch slopes on the north side of the haul road and also explain why the south ditch slopes do not meet the <br />standard outlined on Map 2.05.3(3) -3. <br />4. Proposed Map 2.05.3(3) -4 has been certified by a licensed engineer and the operator's commitments <br />regarding construction (topsoil salvage, type of materials, compaction, surfacing, etc.), are spelled out in <br />Section 2.05.3(3). However, an engineer's certification was not included in the text describing the methods <br />used in construction and verifying that the road was built according to the approved plan.
