South Tavlor Fill Inspection Certification <br />On November 25th, 2014, 1 inspected the area in which the South Taylor Excess Spoil Fill is <br />being constructed. This report covers activities associated with both the East Taylor Fill and the <br />West Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this <br />inspection was to observe status of the fill placement. This inspection is necessary to satisfy <br />the requirements of CDRMS Rule 4.09.1(1)(c) and Rule 4.09.1(11). Weather conditions at the <br />time of inspection were approximately 25 °F and windy. Snow was on the ground at the time of <br />inspection. <br />West Taylor Fill with A -A' and B -B' Underdrain Area Since the last quarterly inspection, <br />topsoil has been placed from the 7840' elevation down to the previously reclaimed surface at <br />the 7705' elevation. The east tributary of the West Taylor fill has been rip- rapped from the 7695' <br />elevation up to the 7810' elevation (approximately). The west tributary of the West Taylor fill has <br />remained unchanged, with rip -rap placement up to the 7695' elevation. Dumping continues at <br />the 8050 elevation of the temporary out of pit fill. <br />The current water level reading of the piezometer well was 223.3 feet from the ground surface, <br />an increase in water elevation of 0.1 feet from the previous quarter. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. During the first quarter of 2014, the Colowyo "025" Rock Crusher was moved to <br />the flat pad above the East Taylor fill, and was placed at the 8000' elevation. At the time of <br />inspection, minimal crusher fines have been produced at the 025 crusher site. No other activity <br />has taken place within the East Taylor fill during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />
