Permit C- 1982 -056
Third Quarter 2014 Coal Waste Pile Inspection Report Review
Dear Mr. Nettleton:
The Colorado Division of Reclamation, Mining, and Safety ( CDRMS) have found the above referenced
report to be in compliance with CDRMS Regulations: 4.09.1 (11) and 4.10.2(2), unless noted below.
The above referenced report was prepared by North West Colorado Consultants (NWCC) for Twentymile
Coal, LLC. NWCC visited the site on September 7th and 30th, 2014. Based on the report, NWCC did not
observe any signs of instability, structural weakness or hazardous conditions at the pile, with the
exception of the following:
The west side of Areas 2, 3, and 4 experianced excessive channeling during September, which
caused stockpiled material to wash out to the haul road. As of the December 2014 DRMS
inspection, the gully has been repaired. As noted in the report, the area above Areas 2, 3, and 4
will require grading to aleviate the concentration of run -off.
Several shallow erosion channels were observed in the refuse on the east, north and west sides
of Areas 2, 3 and 4 which will require grading.
These observations reflect observations with on -site inspections conducted by the Division of the Waste
Pile. The report states that based on information provided by Twentymile Coal, LLC, the wash plants
produced approximately 387,086 tons of waste coal.
On September 7`h a total of four compaction tests were conducted. All tests completed during the
quarter met the minimum compaction requirement of 90 %of the maximum standard Proctor density (Field
Density test information was included). According to the report TC reported an average of 61.81 feet and
57.95 feet below the existing ground surface of monitoring well #1 and #2 respectfully. Monitoring well
RW #3 was installed during second quarter, with no water encountered.
)V coin
`+c Z., le
T J
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
