SL -06 seeks Phase III <br />release of the total 272.2 acres of permanent program lands that received Phase I bond release under <br />SL -01 and SL -04 and Phase II bond release under SL -03 and SL -05. SL -06 also seeks termination of <br />Division jurisdiction of the Seneca II Mine permit. The application was found complete on July 18, <br />2014, after the Division received proof of publication of the applicant's public notice. The <br />completeness determination was made in accordance with Section 3.03.2(1)(d). <br />SCC submitted the bond release application following the procedures described in the Act and <br />Regulations. The application also utilized the Division's Guideline Re an Selected Coal Mine <br />Bond Release Issues, dated April 18, 1995. <br />Public Notice <br />SCC published notice of the bond release application in the Steamboat Pilot & Today once weekly <br />for four consecutive weeks, beginning on June 8, 2014. SCC also notified landowners within and <br />adjacent to the mine permit area, as well as other interested parties, of the application for bond <br />
