Skies <br />were overcast, and higher elevations of the permit area were covered with a light layer of snow. <br />I reported to the mine office upon my arrival. Basil Bear was out, but I informed Bill Bear of the <br />inspection. <br />PERMITTING UPDATE: <br />SL -05 Partial Phase I and II Bond Release - West Mine and Timber Storage Area: The bond <br />release inspection was conducted on Oct. 28, 2014 with BLM and OSM participating. The <br />Division issued the inspection report on Dec. 9. The application was re- noticed by BRL <br />beginnin on Oct. 29, and the period for public comment will close on Dec. 19. The Division's <br />proposed decision is due on Dec. 27, 2014. <br />TR -59 Loadout Permit Area: This application was submitted on Dec. 16 and will be evaluated <br />for completeness no later than Dec. 26, 2014. <br />FISH and WILDLIFE — Rule 4.18: <br />At the Loadout, I saw a handful of mule deer: a nice buck southwest of the old silo pads and <br />two does with a fawn near the sediment pond. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />• No attempt was made to drive on permit area roads, with the exception of the Loadout. The <br />Well Field, West Mine, Timber Storage Area, and East Mine were all observed and <br />photographed from the vantage point of public roads. <br />• A set of vehicle tracks was visible in the snow, up the hill from the entrance to the East Mine. <br />The gate was closed at the time of the inspection. <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 3 Page 2 of 7 <br />
