December 10, 2014C-1981-019/Colowyo Coal MineRDZ <br />ROADS –Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The new road to the South Taylor pit (Streeter Road) was functional. Per Kurtis Blunt it is constructed but <br />additional work (e.g., increase the super-elevation) may be done to improve it. <br />The road to the West Taylor Pond is functional and generally in good shape. <br />RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br />The West Pit reclamation area was viewed from the area above the East Taylor Pond, the West Pit spoils <br />(near the crusher), from the West Pit Coal Road Ditch, and from the area near the West Pit parking lot. No <br />significant erosion or other problems were seen. <br />In the East Pit reclamation area, no erosion wasseen in the area near the Final East Pit Ditch. Colowyo has <br />implemented excellent roughening on the recently graded and topsoiled slopes in the East Pit area to limit erosion. <br />The rill repairs above the East Taylor Pond appear to be holding well. The rills above the Section 16 Pond and the <br />rills near the West Pit Fill Ditch (east of the ditch) appear to be stable. These areas should be routinely monitored <br />for erosion problems. <br />SLIDES and DAMAGE -Rule 4.12: <br />The slump above the East Taylor Pond continues to remain stable. <br />SUPPORT FACILITIES -Rule 4.04: <br />No problems were seen at any of the areas inspected: the main facilities area, the West Pit parking lot, or <br />the South Taylor parking lot. <br />SPECIAL CATEGORIES OF MINING –Rules 4.22 through 4.27: <br />In the West Pit the highwall mining operation has ceased, and holes have been blocked with soil. The <br />highwall mining operation in South Taylor Pit is now at Panel 6 at the southeast corner. <br />TOPSOIL –Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil depths were checked in the East Pit reclamation area (south side of Final East Pit ditch from <br />approximately 50 feet to approximately 350 feet from the ditch). This material was recently spread. The topsoil at <br />the four holes that were dug appears to meet the specifications in Section 2.05.4 of the PAP for the Colowyo Mine. <br />The area that was checked was relatively steep (17% as measured with a clinometer), and the measured depths <br />were 10 inches to 15 inches.
