The Colowyo <br />employee who participated in the on-the-ground field inspection was Kurtis Blunt. The weather was clear. The <br />ground was slightly muddy from recent precipitation. <br />In the South Taylor Pit there was significant activity: <br />The 103 dragline was moving material in the east/central portion of the pit. <br />A truck/loader operation was moving coal out of the pit. <br />Two drill rigs were present near the center of the pit (F seam). <br />The highwall miner was producing coal at the southeast corner of the South Taylor Pit. The operation has <br />“turned the corner” and is beginning Panel 6, on the east side of the pit. <br />AIR RESOURCE PROTECTION –Rule 4.17: <br />Water trucks were seen inoperation during the three day inspection. <br />BACKFILL and GRADING –Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />In the South Taylor Pit, the 103 dragline is filling in the east end of pit and was near the center of the pit <br />(in the north/south direction) during the inspection. <br />EXCESS SPOIL and DEVELOPMENT WASTE –Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was inspected. No erosion or other problems were identified.
