L PROCEDURES AND SUMMARY OF THE REVIEW PROCESS <br />Trapper Mining, Inc. applied for a partial Phase II bond release under the Colorado Surface Coal <br />Mining and Reclamation Act following reclamation of 277.8 acres of land at the Trapper Mine. <br />The mine is located in Moffat County, Colorado about six and one half miles south of the Town <br />of Craig. Specifically, the mine area is located in: <br />Township 5 North, Range 90 West; Portions of Sections 5 and 6 <br />Township 5 North, Range 91 West; Portions of Sections 1, 4, and 5 and all of Sections 2 <br />and <br />Township 6 North, Range 90 West; Portions of Sections 30 and 32 and all of Section 31 <br />Township 6 North, Range 91 West; Portions of Sections 21, 25, 26, 27, 28, 29, and 32, <br />and all of Sections 33, 34, 35, and 36 <br />The 277.8 acre bond release block is located in: <br />Township 5 North, Range 90 West; Portions of Section 6 <br />Township 5 North, Range 91 West; Portions of Section 1 <br />Township 6 North, Range 90 West; Portions of Section 31 <br />Township 6 North, Range 91 West; Portions of Section 26, 28, 35 and 36 <br />The precise location of the bond release block is depicted on Map 1 included with the SL 16 bond <br />release application. Attached to this Findings Document are two maps created by the Division <br />that depict the bond release parcels. <br />The Division approved a full release of reclamation liability for the Craig Generation Plant <br />Loadout in December 1985. That approval was for release of reclamation liability only. No <br />money was returned; that is, there was no reduction in the amount of actual bond monies held by <br />the Division. <br />Other bond release submittals (SL -01 through SL -14) are summarized in Table 1, including a <br />history of liability reductions. None of the prior bond releases resulted in an immediate change <br />in the amount of actual bond monies held by the Division, but led to changes in monies held <br />during subsequent actions such as permit renewals. <br />Page 3 of 10 <br />
