Run -of -Mine) Area was verified at 10 <br />sites, with approximate locations shown on Photo 8 (taken 14- May - 2014). No spoil was <br />encountered in the holes. In general, the soil was rockier than what was encountered at the <br />West Mine. Both structures are <br />located at the East Mine, and were the subject of an OSM Special Focus Oversight Inspection <br />in May 2014. The requirement for quarterly inspections of the West Ridge Waste Bank was <br />terminated in January 2010 under TR -52. <br />• The West Ridge Waste Pile and the "Old" Refuse Pile were inspected and found to be in <br />good condition, with no evidence of instability or erosion. <br />SLIDES and DAMAGE - Rule 4.12: <br />• We observed no evidence of any slides having occurred within the disturbed areas. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />• Surface ownership of the West Mine Fan Bench is divided between BRL (Section 14) and <br />the Bureau of Land Management (Section 23). During the inspection, Mr. Stover noted that <br />the reclaimed area appeared to be larger than 0.45 acres in size. Division measurements <br />taken subsequent to the inspection indicate the area may be closer to 1.0 acres (Photo 9). <br />• The West Mine was backfilled and graded between 2000 and 2002. <br />• Reclamation of the East Mine and Timber Storage Area was accomplished in 2008 and 2009. <br />• We inspected two resource confirmation drill sites, 2011 -1 (Photo 10) and 2011 -2 (Photo <br />11), which were approved under MR -127.
