Summary of the Reclamation Plan
Reclamation Currently Completed The following Reclamation has been completed:
a) Craig Loadout - A coal loadout in the nearby town of Craig was previously permitted as
an auxiliary loading facility. This loadout received complete bond release on February
21, 1990 via SL -01 and is no longer a part of the permit.
b) Williams Fork Strip Pit No. 2 - The permittee reclaimed the Williams Fork Strip Pit No.
2 during 1987. The Reclamation plan for Strip Pit No. 2 is in Exhibit 24 of the permit
application.
c) Bath Houses and Electric Substation - During 1996 -1998, the permittee removed the
women's and visitors bathhouses (south of the training center) and the substation above
the former No. 5 portals.
d) MCM complete some reclamation and demolition in the spring of 2008 through 2010.
The buildings that were demolished include the compressor house, old shop, Oakie
Plaza well shop, No. 9 warehouse, B &S shop, bathhouse, guard shack and fence, lab
trailer and sample building, well house by B &S shop, little shed south of Wise Hill
portal, old carpenter shop and contractor staging area, old (AML) mine site, rock dust
tank #1 and rock dust tank 92. All of these areas were regraded, re- topsoiled where
possible, and re- seeded with the rangeland seed mix. The demolition debris was buried
in the solid waste disposal area on the east side of Colorado highway 13, by the waste
disposal area. The solid waste disposal area was permitted through Technical Revision
34.
Reclamation Status of the No. 9 Mine. MCM's predecessor, BTU Empire Company, LLC.,
completed grading, drainage reestablishment, soil material replacement and revegetation seeding
of approximately 17.1 acres at the No. 9 Portal Area and adjacent Refuse Disposal Area in May
of 2009. The Reclamation plan for surface disturbances of the No. 9 Mine is contained in
Section 2.05.4 of the permit application.
Reclamation Plan. Upon permanent cessation of mining activities, or when features are no
longer required, all surface - disturbed lands will be reclaimed. The No. 5 Portals were
permanently sealed and partially backfilled in 1997. A portion of the No. 5 Portal face -up was
graded to final contours in January 2004. Topsoil application and seeding with the permanent
seed mix occurred on the regraded No. 5 Portal slope in February 2004. The No. 5A portals
were permanently sealed in 2003. Surface facilities will be removed and surface disturbance
areas will be regraded. All areas will be graded to approximate original contour. Topsoil from
the stockpiles will be redistributed over most of the surface area. Although certain land areas
were disturbed prior to the existing reclamation laws and no topsoil is available, these disturbed
areas will be seeded. Reclamation success will be determined by comparing the reclaimed areas
to a set of revegetation success standards, including comparison to approved reference areas.
Several roads in the permit area are proposed to be retained as permanent features. These roads
are shown on Map 29: Reclamation Plan. The roads include the main haulroad leading from
State Highway 13 to the No. 5 portal; old Highway 13, which provides access to the No. 5A
Williams Fork Mines 12 Permit Renewal 06
C- 1981 -044 December 8, 2014
