Bill Bear of <br />Bowie Resources, LLC (BRL) and Tamme Bishop of J.E. Stover & Associates, Inc. (consultant for BRL) were <br />present during the inspection. Weather conditions were sunny, the temperature was in the lower 50s, and ground <br />conditions were dry. <br />BRL is currently longwall mining in the B 16 panel and driving entries in the B 17 panel. The operator was in the <br />midst of loading five trainloads of coal. Refuse material was being hauled to Gob Pile #2 during the inspection. <br />Coal from the Elk Creek mine (40,000 tons approved for import under MR -160) was being hauled to the D Portal <br />stockpile; Bill Bear reported that hauling of the Elk Creek coal was near completion. The mine is currently <br />operating on a reduced production schedule of two ten hour shifts five days per week. <br />Maintenance items and permitting defects identified in previous inspection reports have all been addressed with <br />exceptions noted below. Identified maintenance issues should be completed within two weeks of the issuance of <br />this inspection report, unless otherwise noted. <br />FISH and WILDLIFE Rule 4.18: <br />A dead deer was observed in the inlet area of Pond F. The death did not appear to have been caused by the <br />animal's inability to extricate itself from the pond or sediment at the inlet, as all four legs were exposed. It was <br />likely the victim of a vehicle strike, given the proximity of its location to old State Highway 133. <br />Several deer were moving through the facilities area, from Pond K across to Pond F, and up to the water tank <br />bench.
