1.0 INTRODUCTION <br />This Groundwater Monitoring and Response Plan (Plan), prepared by Western Water & Land, <br />Inc. (WWL) on behalf of Elam Construction, Inc. (Elam), is designed to provide timely <br />recognition and mitigation of impacts to local water well users resulting from groundwater level <br />declines attributed to dewatering operations at the Dillon Ranch Pit (Pit). The Plan specifies the <br />monitoring and response procedures and protocols that will be implemented to ensure consistent <br />high - quality collection, analysis, and management of groundwater elevation data in the vicinity of <br />the Pit and the response actions that will be taken to mitigate potential impacts to local water well <br />users. <br />The Plan consists of the following elements, with reference to the section of the Plan in which <br />each is discussed: <br />1. Water Well Inventory and Assessment (Section 2.0) <br />2. Water Level Monitoring Program (Section 3.0) <br />3. Response Plan (Section 4.0) <br />Specifically, the Plan provides a description of the 1) well inventory and assessment process, 2) <br />proposed groundwater monitoring network, 3) monitoring schedule, equipment, and procedures, <br />and 4) response action procedures. The proposed monitoring well network outlined herein may be <br />modified based on the additional information obtained as the well inventory /assessment and well <br />installation work progresses. <br />1.1 Background <br />The Pit (formerly known as the Sandco Gravel Pit) is an active sand and gravel pit that is <br />currently operated by Elam Construction Inc. (Elam). The Pit is permitted under DRMS Permit <br />No. M- 1987 -064. The permit allows Elam to mine a 43.33 -acre site adjacent to the Animas River <br />to a depth of 35 feet below ground surface (bgs). Despite groundwater occurring at the site at a <br />depth of between 8 to 14 feet bgs, dewatering of the gravel pit was not included in the original <br />mine permit; therefore, wet mining was performed below the water table. Mining operations are <br />permitted to take place from November through March. <br />Western Water & Land, Inc. <br />
