(EFCI) is submitting 3 copies of this revision request to terminate <br />all surface and groundwater monitoring at the Southfield Mine in Fremont County Colorado. <br />Given that the Southfield mine is currently in Year 10 of the Ten Year Reclamation Liability <br />Period, the request to terminate the water monitoring program is warranted and appropriate based <br />on the current and long -term monitoring results and for preparation for the upcoming final bond <br />release request. Purpose of this document is to present a demonstration to that end which <br />indicates that all of the requirements and conditions of the Permit C- 1981 -014 (Permit) associated <br />with surface water and groundwater monitoring have been satisfied. This submittal is essential for <br />the timely acceptance, review and approval of the upcoming final bond release request for the <br />Southfield mine. Following is an overview of the Southfield operations. <br />Surface and Groundwater Monitoring: <br />Active mining and coal production operations at Southfield ceased in December 2000. The mine <br />portals and shafts were sealed in 2001, demolition of the mine facilities occurred in 2001 — 2002, <br />most of the associated disturbance were backfilled and reclaimed by 2002, permanent seeding <br />of grasses, shrubs and fortis occurred in the fall of 2003 and approximately 1,800 shrubs and <br />tree seedlings were planted in the spring of 2004. <br />Water monitoring at the mine has been accomplished through both surface water <br />discharges from sediment ponds and in groundwater monitoring wells. A permit to allow surface <br />water discharges was obtained from the Water Quality Control Division under the Colorado <br />Discharge Permit System, Permit No.COG- 850045 for the mine site and Permit No.COG- 850006 <br />for the former Loadout site. Surface water monitoring has been continued through the <br />reclamation phase for Pond No. 4 and Pond No. 5 at the mine site and Ponds L1 and L2 at the <br />former Loadout site. Former ponds No.l, No.2 and No.3 at the mine site were reclaimed during the <br />demolition phase of the facilities area during 2001 — 2002. <br />Ponds No.4 and No.5 at the mine were redesigned during 2002 as approved self dewatering ponds <br />wherein the pond's primary discharge points are through a vertical standpipe when /if the design water <br />volume of the im0oundment capacity is reached as opposed to the former design wherein water was <br />manually allowed to discharge through a gated horizontal culvert near the bottom of the pond. Since the <br />redesign of the ponds, (2002) there has been no known discharges from the ponds due to the design <br />TR -43 Revised: 10/2014 <br />
