The ultimate plan for the upper reaches of the TDL includes the <br />installation of an air vent, which should mitigate this type of issue. Additionally, there is <br />evidence suggesting that several of the mill processes holding water were released <br />simultaneously, which delivered high flows to the TDL in a short period of time.
