(PSCM)(Permit No. C- 2009 -087): Minor Revision (TR09- <br />14) Vegetation Success Criteria for Solid Waste Disposal Area <br />Dear Mr. Musick: <br />PSCM hereby requests a Minor Revision (TR09 -2014) to the approved Sage Creek Mine Permit (C -2009- <br />087) for minor changes to the vegetation success criteria for the solid waste disposal or landfill area. The <br />landfill is an area comprised of approximately 8.0 acres and was approved for Phase I Bond Release as a <br />part of SL-4 in June of 2010. The landfill was the final reclaimed and seeded area associated with surface <br />mining activities, having been seeded in 2008. For this reason PSCM proposes the vegetation success <br />criteria be changed to that of the more recently disturbed areas associated with the underground mine as <br />described in section 2.05.4 (Reclamation Plan) of the approved mine permit. In addition, this reclamation <br />activity is closer in timing to new disturbance and provides a good transition to more recently approved <br />PSCM standards that are no less stringent than those approved previously for the larger surface mined <br />areas. Only the sagebrush reference area will be used for revegetation success evaluations for the reasons <br />described in section 2.05.4(2)(e)(vi) of the PSCM permit. The premine area of the landfill was <br />predominantly sagebrush. <br />With regard to woody density for the landfill area, these types of smaller reclaimed areas tend to often <br />only achieve a background density woody plant density standard because there is less acreage and <br />opportunity to achieve a concentration area density. The large perimeter and small internal distance <br />relative to emigration of established shrub populations will allow for density to increase in the smaller <br />area over time. Achievement of the postmine land uses will not be impacted. <br />Updates to the permit include minor text changes to Section 2.05.4 (Reclamation Plan).
