Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Roadside Portals Mine conducted on October 27, 2014 by Brock Bowles of the <br />Division of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was present for <br />part of the inspection. The weather conditions were clear and sunny. The temperature was approximately 65 with <br />a light wind from the North. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The ditch that runs north along the Carey and Fontanari property line was dry and full of old tumble <br />mustard and Russian thistle plants. The excavated pond on the Carey property did not contain water and was also <br />dry (photo 1). <br />The ditch around the Roadside Refuse Disposal Area was walked from the former pond 9 location (photo 2) to <br />above the portal area (photo 3) and repair shop. The ditch was in good condition and clear of debris. <br />The drainage ditches on the face of the CRDA 2 (photo 4) and the east collection ditch (photo 5) were in good <br />condition. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The Tamarisk trees in the North decline drainage area have been removed. Several stumps were inspected <br />and all were colored blue /green indicating that they had been treated (photo 6). This treatment is in accordance <br />with the permit Tab 14, page 14 -17. <br />The vegetation on the Roadside Refuse Disposal Area looks good. The primary species (by visual estimation) is <br />prostrate kochia with a mix of winterfat and greasewood.
