sampling program are presented in Exhibit 41, Overburden Analysis — 5A Portal Area. In these areas, the best
available plant growth media will be used to compensate for the deficiency of salvaged topsoil. Soil or substitute
materials have been replaced on the backfilled and graded areas identified in the previous section.
Revegetation to Appropriate Land Uses)
The final step in the reclamation plan will be revegetation of the reclaimed areas consistent with their approved
postmining land use(s). The previously approved use of mulching has been replaced by the use of a cover crop.
The table shown below, Cover Crop, is a list of annual grains that may be used for cover cropping in reclaimed
areas, or as vegetative stabilization for areas needing protection for approximately one year or less. Barley, oats, or
winter wheat will be used, depending on the season when seeding occurs. Cover cropping seeding may occur at
any time during the year (at times other than the normal fall planting period), to meet site stabilization
requirements.
The permanent revegetation seed mixtures include species that have different rates of establishment and longevity.
The annual grains proposed for cover cropping establish faster than the perennial species and help to develop an
effective site cover more rapidly. By inter - seeding the permanent revegetation seed mixtures into the established
cover crop, the perennial species establish more readily, and will generally replace most or all annual grains within
the first two growing seasons. Cover crops have been used effectively for a number of years for mine reclamation
in the general area.
Cover Crop
Drill Rate
Species PLS lbs /ac
Hordeum vulgare Six -row barley 20
or
Triticum aestivum Winter wheat 20
or
Avena sativa Oats 20
Note: Broadcast rate is double the drill -seed rate
Permanent revegetation seeding will occur in the spring or fall of the year, depending on ground conditions. Each
area will be seeded with the appropriate seed mixture for its designated postmining land use(s). Three postmining
land uses are proposed for the reclaimed Williams Fork mine areas; 1) Rangeland/wildlife, 2) Cropland, and 3)
Pastureland (hayland). The seed mixtures proposed for these postmining uses are presented in the following tables:
• Table 64, Seed Mixture - Rangeland/Wildlife
• Table 65, Seed Mixture - Cropland
• Table 66, Seed Mixture - Pastureland (hayland)
The backfilled and graded areas identified in the previous section (Backfilling and Grading) have been reseeded with
the appropriate revegetation seed mixtures,
Reclamation Timetable and Costs
The timetable for the completion of each phase of the reclamation plan for individual portals is shown on Table 67,
Reclamation Timetable. Costs associated with the reclamation plans outlined in this permit submittal are detailed in
Exhibit 25, Reclamation Bond.
TR14 -36 2.05 -25 Revised 03/04/14
