COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
November 25, 2014
Chris Gilbreath
Tri -State Generation and Transmission Association, Inc.
P.O. Box 33695
Denver, CO 80233 -0695
Re: Colowyo Mine (Permit No. C- 1981 -019), TR -104, additional adequacy items
Dear Mr. Gilbreath:
We received your technical adequacy response on November 19, 2014. The following items need to be
addressed before the Division can approve this revision. The numbered items are in agreement with our
original adequacy items from October 17, 2014.
1. Map 22 of the Colowyo Mine Permit Application Package needs to be revised to show the proposed
pond. No further action required.
2. Please confirm that Exhibit 7, Item 14 does not require any updates due to the proposed pond. The
Division has identified one portion of this section, Table 1, which should be revised. In Table I the
stationing for the East Taylor Ditch w ETD Pond 1 should account for the length of the pond.
3. It is not clear why the pagination in Exhibit 7 -141 has changed dramatically. In your submittal, the first
page with text for the East Taylor Ditch is page 11. This appears to be in conflict with the currently
approved text for Exhibit 7 -141_ Please revise pages or explain this apparent discrepancy. The source of
this issue is the redundancy within Appendix Exh7 -14. Please edit this appendix so that it only includes
an analysis of the East Taylor Ditch with the proposed pond. The introductory text, Table 1, and the
SEDCAD pages should be updated. There should only be one SEDCAD run: the one for the condition
with the pond.
4. Another observation regarding the text of Exhibit 7 -141_ Some useful information regarding the
hydrology for East Taylor Ditch was omitted, including channel length, slope, and drainage area. The
Division recommends that this information be retained in the narrative. No further action required.
If you have any questions, please contact me at 303.866.3567 (extension 8113) or Rob.Zuber@state.co.us.
Sincerely,
Robert Zuber, P.E.
Environmental Protection Specialist
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
