(Road Embankments) The design on Map 11— Sheet Ishows a maximum fill <br />slope of 2h: Iv, or 1.3h: Iv where the fill is 85% rock, which is slightly steeper <br />than the specification, which allows for slopes up to 1.35h: Iv where the fill is <br />85% rock. <br />Rule 2.05.3(3)(c)(vii) specifies that "The plans and drawings for each haul road and <br />access road shall be prepared by, or under the direction of, and certified by a qualified, <br />registered professional engineer, experienced in the design and construction of roads, as <br />meeting the requirements of this rule; current, prudent engineering practices; and the <br />design criteria of 4.03.1 and 4.03.2." <br />DRMS - Please submit an engineered design for the proposed road accounting for the <br />variance from the standard design specification. Per Rule 4.03.1(1)(e), `Alternatives to <br />the design criteria and specifications of 4.03.1(3) may be utilized after approval by the <br />Division upon a thorough analytical demonstration by a qualified registered professional <br />engineer that such alternatives will be as environmentally sound as those resulting from <br />haul roads complying with the requirements of 4.03.1(3) and that the alternatives meet <br />such other criteria as are necessary to achieve reclamation in accordance with the <br />requirements of this rule, taking into consideration physical, climatological and other <br />characteristics of the site. Alternatives to the design criteria and specifications of <br />4.03.1(3)(e) may not be utilized unless, in addition to the referenced demonstration, <br />appropriate engineering tests establish compliance with a minimum static safety factor of <br />1.3. ". The design should include discussion as to the maximum size of vehicles that will <br />use the road. <br />NECC - The design of the road is explained beginning on page 2.05 -7a. A Haul Road <br />Certification Statement is enclosed. <br />DRMS The Division was unable to locate the Haul Road Certification Statement. <br />4. Pages 2.05 -7a and 2.05 -7b describe the haul road design that was approved with TR66. <br />DRMS - Please update pages 2.05 -7a and 2.05 -7b to reflect the new design. <br />NECC - Pages 2.05 -7a through 7d were revised to reflect the new design <br />DRMS -There are two additional locations in the revised text where "access roads " are <br />mentioned when "haul roads " would be appropriate: Page 2.05 -7b, first sentence of the <br />4th paragraph from the bottom, and Page 2.05 -7c, 4th line in the "Haul Road and Access <br />Road Maintenance "paragraph. <br />5. Item resolved — NECC revised pages 2.05 -7a through 7d. <br />Rule 2.05.3(4) Operation Plan — Permit Area — Ponds, Impoundments and Diversions <br />6. Exhibit 19(24) was approved with TR66. The exhibit contains the SedCAD designs for <br />the ditches and culverts that convey surface water along and underneath the RDA haul <br />road.
