November 21, 2014 C- 1981 - 014 /Southfield Mine RDZ <br />At the loadout, reclamation of Ponds L -1 and L -2 had been nearly completed at the time of the inspection. There <br />was no activity during the inspection, but (according to George Patterson when the topic was discussed in his <br />office) seeding and mulching activities will be performed in the near future. <br />Silt fence has been installed at the low end of the area at Pond L -1; this is approximately 80 — 90 feet in length, <br />and treats runoff from all but a very small portion (maybe 300 square feet) of the reclaimed area. Per Mr. <br />Patterson, silt fence will be added above the riprap drop structure at the lower end of the area where Pond L -2 has <br />been reclaimed. Sediment appears to be accumulating in the riprap drop structure. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The entrance road to the mine site contained some rills but was functional and did not appear to be worse <br />than previous months. <br />The Monarch Fan road was functional. The riprap rundown below the culvert where the "sock" was removed <br />appeared to be stable (as noted in the Hydrologic Balance section). <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />At the portal area, RDA, Pond 3, loadout, and other reclaimed areas of the site no large bare spots, <br />erosion, or weed patches were seen. The RDA was inspected from the road /track along the toe, and the northern <br />half of the east side was walked. <br />The erosion control practices (BMPs) at the portal area were inspected. Near the gravel lot, wattles are staged but <br />have not been installed. Rills are undercutting the wattles that are in place. At the northwest corner of the truck <br />tunnel, the area looks good. <br />SUBSIDENCE — Rule 4.20: <br />The inspection included walking several times across Newlin Creek north of the Thompson driveway, <br />including the area that has been flagged by Dr. Corley. There were no signs of cracks or slumps in these areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The Monarch Fan area was well vegetated, and no erosion or weed patches were seen. However, the site <br />was largely under snow, so the value of the inspection was limited. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />See Hydrology section for discussion of ponds at the loadout. The rest of the loadout area was inspected, <br />and no erosion, large weed patches, or other problems were seen.
