Box 187 <br />Craig, CO 81626 <br />RE: Trapper Mining, Inc., Permit C- 1981 -010 <br />Permit Revision PR -07; Adequacy Review No. 5 <br />Dear Mr. Luke: <br />The Division received Trapper Mining's response to the 4'h adequacy review letter on November 7"', <br />2014. The Division has reviewed the response and the proposed revisions and have identified several <br />items that will need to be addressed prior to the approval of PR -07. The outstanding items from the 4"' <br />adequacy review are listed below, if the item was resolved based on Trapper's response the Division <br />indicated this. The Division removed previous adequacy review letter language from item 423 regarding <br />drainage reconstruction and discussed the remaining items that will need to be addressed regarding this <br />issue. For items I. II. and III. discussed in the 2.05.3 section of this letter, the original language from the <br />fourth adequacy review was included, Trappers response to this issue was also listed and the Division's <br />response to the revised material submitted regarding this issue is listed. <br />2.04.7 Hydrology Description <br />8. Item resolved. <br />11. Item resolved. <br />4.08.1 Surface Water <br />23. The Division sent its fourth adequacy review letter dated July 29, 2014. Item 923 of that <br />letter identified additional issues regarding Trapper's proposed revised section 4.8.1.3; "Post <br />Mine Drainage Stabilization" plan submitted to the Division. Trapper and the Division met <br />on August 21, 2014 to discuss the concerns raised in the fourth adequacy review letter. <br />Based on that meeting, Trapper agreed to submit the results of the hydrologic model they <br />used as a basis for their drainage stabilization plan that was not included in their original plan. <br />The Division agreed to review the submittal to determine what information should be <br />included in Trapper's permit and to review the adequacy of the model used. On August 29, <br />2014, Trapper e- mailed the information to the Division. The Division reviewed the submitted <br />material.
