,1 met with Mike Berry, Huddleston -Berry Engineering, this afternoon at the Roadside South Portal. Upon
completion of the field inspection and reviewing information provided by Snowcap Coal, it is Mike's initial
assessment that there is not imminent danger of failure at the sealed /backfilled portals. Mike will prepare a
more detailed report and submit it to Snowcap Coal Company and J.E. Stover and Associates, Inc. by
tomorrow afternoon, which we will share with the DRMS upon receipt. Feel free to contact me with any
questions. I will be going out to the site first thing in the morning to monitor the situation and will keep you
informed.
Tonya Hammond
On Wed, Jun 18, 2014 at 3:22 PM, Tonya Hammond <tonya.snowcap @bresnan.net> wrote:
Dave,
I was out at the site this morning to monitor the water seepage /discharge from the reclaimed South Portal
and check on Mr. Fontanari's irrigation ditches. As you are aware, Mike Boulay called Mr. Fontanari
yesterday afternoon and asked that he discontinue flow in his ditches. I arrived at the site at 9:30 this
morning and noted that the irrigation water in both the upper and lower irrigation ditches had ceased
flowing. I then checked Outfall 016 and it was flowing at 274.3 which is an average flow. I then drove up and
checked on the flow from the seepage at the South Portal area. It appeared to be the same flow as we
observed yesterday (approx. 45 to 60 gpm) and the damp area on the southern portion of the portal backfill
(where the backfill abuts the natural geology) has not increased. There is still the same small seepage from
under an existing concrete wall on the north side of the portal backfill. I am meeting with Mike Berry, P.E.,
with Huddleston -Berry at the portal site today at 4:00 p.m. to get his professional assessment of the
situation. I have forwarded both of your a -mails to Snowcap Coal Company management and am waiting to
hear their response /directions in regards to your latest e-mail. I will update you as soon as I have additional
information. Thank you for your help in this matter.
Tonya Hammond
Snowcap Coal Company, Inc.
J. E.
