M12 <br />The text in Section 2.05.6 concludes leachate from coal piles and coal mine <br />waste piles will affect ground water. However, a plume of gob pile or coal <br />pile leachate that reached the river would quickly be diluted by the flow in the <br />river to near ambient quality. <br />The surface mining operation will not interrupt, discontinue or preclude <br />farming based upon its location to the outlined alluvial valley floor. The <br />drainage control plan for the surface mining operation was designed so that <br />the surface and groundwater of the area are not impacted by the operation. <br />In fact, little or no groundwater occurs within the colluvial material on which <br />the lower portion of the planned disturbance is to occur. Surface waters from <br />the disturbed area resulting from runoff caused by rainfall or snow is <br />collected and routed through appropriate sedimentation ponds for treatment <br />as required to meet the effluent requirements of the NPDES permit. <br />Therefore, no damage will be caused by the loadout operation to the quantity <br />and quality of water in the surface and groundwater systems that supply the <br />alluvial valley floors adjacent to the permit area. <br />2.06.9 Augering <br />The applicant does not plan to conduct augering operations, therefore no <br />response is required for this section. <br />2.06.10 Coal Processing Plants and Support Facilities not Located Within the Permit <br />Area. <br />The applicant will utilize support facilities currently permitted for the Bowie <br />No. 1 Mine (permit C -81 -038). The applicant will utilize the Bowie No. 1 <br />Mine's unit train loadout repair shop and will store material and equipment at <br />the loadout. However, these support facilities will remain subject to the <br />requirements of permit C- 1981 -038 and do not need to be addressed in this <br />permit application. <br />PR -14 2.06-3- 06/14 <br />
