(5) The potential for impacts to rare and endangered plant species was <br />evaluated as part of the 1995, 2001 and 2003 Baseline Vegetation Reports. <br />No threatened or endangered species were found in the area to be affected <br />by surface operations, facilities or the surrounding area. <br />The DOI- BLM- CO -S050- 2013 -0010 environmental assessment identified <br />Clay Loving wild buckwheat and Colorado hookless cactus as two <br />endangered plant species that may occur in Delta County but restricted <br />distributions are distant and /or habitat is not present in the lease by <br />application area. The EA concludes that no lands within the lease by <br />application review area (COC- 75916) are designated as Critical Habitat, <br />proposed to be designated as Critical Habitat, or determined to be essential <br />habitat for any federally - listed Threatened or Endangered plant or animal <br />species, or species proposed for listing. <br />The 1995 Baseline Vegetation Report identified some wet areas as minor <br />cummunities. Based on a site inspection performed on November 22, 1996 <br />by Randy Snyder with the Corps of Engineers, certain wet areas were <br />identified as wetlands. The wetlands inspected by the Corps are numbered <br />sequentially 1 through 18 on Map 3 - Vegetation. The unnumbered wet <br />areas were not inspected by the Corps, because they are not within the area <br />to be disturbed, however they are assumed to be wetlands. Approximately <br />0.31 acres of wetlands will be disturbed. The applicant has applied for a <br />Department of the Army Permit for the proposed wetland disturbance which <br />will include a plan to mitigate the wetlands disturbance. The Department of <br />the Army Permit application is presented in Volume III, Exhibit 13, Other <br />Permits. <br />A subsequent inspection performed by the Corps of Engineers (COE) during <br />June 2003, determined two areas previously identified as wetlands were not <br />jurisdictional.
