Exhibit D Mining Plan Williams/Illinois Gravel Pit The William/Illinois Gravel Pit was first entered in 1997 to provide material for Road Construction and General Construction as shown in permit # M- 1997 -039. As indicated on the attached map and plans, it is purposed to continue the extraction of sand and gravel deposits moving south from the original pit to stage 1 through stage 6 then moving west and north in stages 7 through stage 14. From stage 14 the mining operation will move in a northeast direction completing stage 15, then moving northwest through stage 16. From stage 16 mining will move northeast completing stage 17, then moving northwest into stage 18 from there into a northeast direction completing stage 19. From stage 19 through stage 23 mining will start in a westerly direction, then moving south into stage 24. From stage 24 operations will mine in an easterly direction through stage 26 then south through stage 27. From stage 27 mining will go west through stage 28 then south through stage 29, then east through stage 30, then south through stage 31, then west through stage 32, then south through stage 35. The mining plan is to have no more than 14.98 acres of land exposed at any given time, this will include the 5 acres of reclaimed land waiting for final release by the Division. Future topsoil and overburden materials when moving into "stage 1" of the 112 permit will be stockpiled in the mined out area of the pit for immediate reclamation as the mining continues unto the next stage. The operator of the mining plan will identify and stabilize the topsoil and overburden piles with suitable vegetation recommend by the (MRCS) Natural Resource Conservation Service. Sand and gravel deposits will be excavated to a maximum depth of 20 feet, utilizing dump trucks, excavators, dozers, scrapers, and frontend loaders. The side slopes of the mined out pit will be maintained at a minimum of 3:1 slope. Operations and stockpiled materials will be the same as the original permit. It is estimated that approximately 1000 to 100,000 cubic yards will be removed from the pit annually depending on demand. Access to the pit is allowed through CDOT Permit No. 397051, date (04/29/97) through an existing entrance to the pit that has been in use since 1997. It is not anticipated that any other permanent road construction will be needed, but temporary roads will be created as necessary for mining operations and Howard's easement. A chained and locked gate will protect access to the pit. During mining operations if skeleton remains are discovered on the proposed mining site, the sheriff or coroner will be notified. Attached is a culture resource survey done on BLM land immediately north of the proposed mining site, see attached Exhibit (D) ( 1 ). The site will be kept clear of all trash and debris. All rubbish and debris will disposed of at the Jackson County Transfer Station 1 mile north of Walden.
