The reason for the extension
is to allow the DRMS additional time to review and evaluate two pertinent items
submitted by EFCI recently. One is Technical Revision No. 43 proposing to terminate
the water monitoring program in accordance with the reclamation plan in Permit No.
1987 -014. The other is the letter from EFCI's hydrogeologic consultants, Bishop
Brogdon Associates, dated November 11, 2014, addressing expected groundwater
infiltration into the sealed mine workings and the overlying strata in relation to
monitoring well MW -NW.
I have discussed this extension with Jeff Fugate and understand that he has discussed it
with you. We look forward to a favorable response.
Sincerely yours,
DUFFORD & BROWN, P-Y.
Richard L.
