Subsection: "Topsoil" <br />a) This section should be revised to also address any storage of "topsoil" or "cover material ". <br />The reader is directed to Section 2.05.4 for details regarding both topsoil and cover <br />material. Please see item 1d) under Permit Maps, below, and update either 2.05.3 or <br />2.05.4 as requested. <br />Section 2.05.4 Reclamation Plan <br />1. Subsection: "Grading and Backfilling" <br />a) The 1s' paragraph states, "... 6" of growth medium will be replaced on... the refuse pile." For <br />clarification, please delete the reference to the refuse pile here; there is potential for some <br />confusion when comparing to the details provided in the "Waste Pile Reclamation" <br />subsection. <br />The refuse pile reference was deleted as requested. This item is resolved. <br />b) The 2nd paragraph was revised to include information on the proposed West Waste Bank, <br />while no changes have been submitted for the "Waste Pile Reclamation" subsection. Please <br />limit the portion under Backfilling and Grading to only that aspect of the proposed West <br />Waste Bank, and move all other discussion regarding the West Waste Bank to the section <br />addressing reclamation of Coal Mine Waste Disposal Areas. <br />The paragraph was revised as requested. This item is resolved. <br />c) (New) The 2nd paragraph gives a date of July 29, 2014 for the Trautner study, while the <br />report itself is dated September 30, 2014. Please correct the date shown. <br />d) (New) The second paragraph says, the final slope grade of the West Waste Bank will not <br />"exceed 2:1 unless specifically designed..." Please replace the "2:1" with '25:1" and add <br />"and approved by the Division" to the end of the sentence. <br />2. Subsection: "Waste Pile Reclamation" <br />a) As noted above, the term "storage" area (which implies a temporary site) is used, when <br />"disposal" area (a permanent repository) is appropriate. Please use terms and nomenclature <br />consistent with what is used in other portions of the permit. <br />The text was revised as requested. This item is resolved. <br />b) Please revise this subsection to include reclamation details, including proposed thickness of <br />cover material / fill for the proposed West Waste Bank (see previous item). <br />The text was revised as requested, and directs the reader to the Trautner study, although <br />the wrong date is given. Please change July 29, 2014 to read September 30, 2014. <br />
