Sample adequacy was achieved for vegetative cover for the 2011 sampling of both the sagebrush <br />and mountain brush reference areas. Sample adequacy was achieved for Bond Release Block <br />No. 5 (BRB5) in 2011 for vegetative cover. Sample adequacy was achieved for vegetative cover <br />for the 2012 sampling of both the sagebrush and mountain brush reference areas. Sample <br />adequacy was achieved for BRB5 in 2012 for vegetative cover. <br />Allowable vegetative cover measured in the BRB5 in 2011 was 59.7 %. The weighted and <br />factored vegetative cover value for the 2011 Sagebrush and Mountain shrub reference areas was <br />calculated as 50.0% cover[((21.0 * 0.83) + (44.4 * 0.17)) *2]. Ninety percent of this value equals <br />44.96% cover. The reclaimed BRB5 exceeded the cover success value for 2011. <br />Allowable vegetative cover measured in the BRB5 in 2012 was 36.4 %. The weighted and <br />factored vegetative cover value for the 2012 Sagebrush and Mountain shrub reference areas was <br />calculated as 24.1% cover [((8.7 * 0.83) + (28.3 * 0.17) *2)]. Ninety percent of this value equals <br />21.7% cover. The reclaimed BRB5 exceeded the cover success value for 2012. <br />Sample adequacy was achieved for herbaceous productivity for the 2011 sampling of both the <br />sagebrush and mountain brush reference areas. Sample adequacy was not achieved for Bond <br />BRB5 in 2011 for herbaceous productivity. However, SCC collected a minimum of 30 <br />production quadrats, allowing for application of Rule 4.15.11(2)(c). Sample adequacy was <br />achieved for herbaceous productivity for the 2012 sampling of the mountain brush reference <br />area, but not the sagebrush reference area. Sample adequacy was not achieved for BRB5 in 2012 <br />for herbaceous productivity. On the sample areas that did not achieve sample adequacy, SCC <br />collected a minimum of 30 sample quadrats, allowing for application of Rule 4.15.11(2)(c). <br />Allowable herbaceous production measured in the BRB5 in 2011 was 2193.0 lbs /acre. The <br />weighted herbaceous production value for the 2011 Sagebrush and Mountain shrub reference <br />areas was calculated as 911.83 lbs /acre [(835.1 * 0.83) + (1286.5 * 0.17)]. Ninety percent of this <br />value equals 820.65 lbs /acre. The reclaimed BRB5 exceeded the herbaceous production value <br />for 2011. Since sample adequacy for herbaceous productivity was not achieved in 2011, SCC <br />provided an acceptable two - sample t -test of the reverse null hypothesis with Sattherthwaite's <br />adjustment to demonstrate herbaceous production success. <br />Allowable herbaceous production measured in the BRB5 in 2012 was 976.1 lbs /acre. The <br />weighted herbaceous production value for the 2012 Sagebrush and Mountain shrub reference <br />areas was calculated as 255.69 lbs /acre [(214.5 * 0.83) + (456.8 * 0.17)]. Ninety percent of this <br />value equals 230.1 lbs /acre. The reclaimed BRB5 exceeded the herbaceous production value for <br />2012. Since sample adequacy for herbaceous productivity was not achieved in 2012, SCC <br />provided an acceptable two - sample t -test of the reverse null hypothesis with Sattherthwaite's <br />adjustment to demonstrate herbaceous production success. <br />SCC uses four different tests to determine species diversity success. The first test A, is <br />mandatory, and requires that no single plant species may exceed 60% relative cover. Two of the <br />remaining tests, B, C, or D must be met to achieve diversity success. For 2011 vegetation data <br />BRB5 was successful for tests A, C, and D. The Division finds the 2011 data successful for <br />2 <br />
