October 22, 2014 C- 1981- 012/New Elk Mine LDS <br />The temporary development waste storage area at the soil stockpile was as before, but the temporary pile <br />at the clean coal stockpile area had grown to approximately 8- 10,000 tons. It was expected that development waste <br />would continue to be added to the pile for at least another week and a half, until the miners had progressed through <br />an area with a very loose roof (interpreted as a wash). It is well understood by both the Division and NECC <br />that this pile will be transported to the RDA with the approval of TR70. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No ponds were discharging. Ponds 1, 6, and 7 were all holding water. <br />Vegetation had been cleared from the embankment of pond 4. <br />The staff gauge had not yet been installed in pond 7 and the pond had not been discharged. <br />The cleanwater diversion ditches above the RDA and from the coal lab building to the west were <br />inspected. No problems were observed and no urgent maintenance appeared to be necessary, although a few rocks <br />had tumbled into the ditch above the RDA. <br />GENERAL MINE PLAN COMPLIANCE: <br />TR68, TR70 and RN6 are all in progress. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />A relatively small amount of refuse had been transported to the RDA by conveyor and moved across the <br />pile by truck. It had not yet been compacted. <br />A mechanical problem in the wash plant meant that no waste was being generated at the time of the <br />inspection. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The ground water monitoring wells were inspected, as were the Apache Canyon airshafts. No problems <br />were observed. <br />The Jansen loadout was inspected. The damage caused by vandalism had not been repaired but the site <br />was secure and work had been done to clear weeds, particularly from around the back of the stockpile area.
