Compliance With Mine Plan-Support Facilities Not On-site <br />NN <br />-Other-Special Categories Of Mining <br />NN <br />-Processing Waste-Topsoil <br />COMMENTS <br />This was an aerial inspection of the New Horizon Mine conducted by Brock Bowles and Harry Ranny of the <br />Division of Reclamation Mining and Safety. The aearial photographs were taken by Harry Ranny on October 23, <br />2014 at approximately 11:15 am. The photographs were reviewed by Brock Bowles. The weather condititions <br />were clear at the time of the flight. <br />BACKFILL and GRADING –Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The highwall south of Pond 13 is being backfilled. The bottom of the highwall pit contains water(photo <br />1). <br />The topsoil and spoil piles appear to be redistributed on the Morgan property(photo 2). There are no large piles <br />remaining. A few smaller piles remain along the BB Road and in the Northeast corner of the property. <br />About 75% of the backfill pile near the facilities area has been removed(photo 3). No topsoil from the topsoil <br />stock pile near the facilities area has been moved. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage –Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds 7, 8, 11, 12 and 13 all contained water and the embankments appeared to be stable(photo 4).
