PROPOSED PUBLIC NOTICE <br />Technical Revision No.43 (TR -43) - Southfield Mine — Permit No. C -81 -014 <br />Revision Request to Terminate the Water Monitoring Program <br />Energy Fuels Coal Inc. (EFCI), 115 E. Main Street, STE 10, P.O. Box 459, Florence, Colorado <br />81226, has filed an approval request for Technical Revision No.43 (TR -43) with the State of <br />Colorado, Division of Reclamation, Mining and Safety (DRMS). All mining operations subject <br />to this permit have ceased, and only reclamation and monitoring activities are occurring. <br />Items addressed by the TR -43 Revision Request consist of terminating the water monitoring <br />program at the Southfield mine and former loadout site. The Southfield reclamation project is in <br />Year 10 of the 10 Year Reclamation Liability Period and historical water monitoring data <br />recorded and extensive hydrogeologic reviews of Southfield have demonstrated that all <br />requirements and conditions pertaining to the Southfield Water Monitoring Program have been <br />satisfied. <br />The Southfield Mine area is located approximately eight miles south of Florence, Colorado, on <br />County Road 92. The Mine area is bounded on the south and west by the base of the Wet <br />Mountains, and Newlin Creek bisects the mine area from southwest to northeast. <br />The Southfield Mine permit area is located on portions of the following sections: <br />Sections 19, 30, and 31; Township 20S, Range 69W, 6th Principal Meridian <br />Sections 23, 24, 25, 26 and 36; Township 20S, Range 70W, 6th Principal Meridian <br />These sections are shown on the U.S. Geological Survey 7.5 minute Rockvale quadrangle map <br />(Mine Area). <br />The Southfield Loadout area is located approximately one mile west of Florence, Colorado, on <br />County Road 79. The Loadout area is bounded on the west by Oak Creek, and County Road 79 <br />bisects the Loadout site from south to north. <br />The Southfield Loadout permit area is located on portions of the following sections: <br />Sections 17 and 18; Township 19S; Range 69W, 6th Principal Meridian <br />These sections are shown on the U.S. Geological Survey 7.5 minute Canon City quadrangle map. <br />A complete copy of the Southfield Permit Revision Application is on file and available for public <br />inspection in both the Clerk and Recorders Office in the Fremont County Courthouse, Canon <br />City, Colorado, and the DRMS offices located at the following address: <br />
