(EFCI) — Permit No. C -81 -014 — Southfield Mine <br />Dear Rob Zuber: <br />This is in response to the Division's adequacy letter dated October 3, 2014 concerning TR -41, <br />Relocation of the Vegetation Reference Area (RA) at EFCI's Loadout site located one mile west of the <br />town of Florence in Fremont County, Colorado. The Division's October 3 letter lists 4 items to be <br />addressed for further adequacy. EFCI's response to the items follows in the same numerical order as <br />listed in the Division's letter. <br />1. Please file EFCI's Discussion of Similarity of the Proposed Reference Area to the Reclaimed <br />Areas (5 pages) at the end of Exhibit 11, "Vegetation Inventory" in Volume No. 8 of the permit. The <br />discussion has been paginated (la thru 5a) for ease of review and the table of contents has been revised <br />accordingly. <br />2. Page 2.04.10 -5b has been revised to clarify the correct location of the proposed Loadout <br />Reference Area which is located in the northwest corner of the eastern Loadout site (east side of County <br />Road 79). The Proposed Reference Area borders the north boundary of the reclaimed area. <br />3. Please file the landowner's letter of confirmation for relocation of the RA at the conclusion of <br />EFCI's Discussion of Similarity of the Proposed Reference Area to the Reclaimed Areas (5 pages) in <br />Exhibit 11 in Volume No. 8. The landowner letter is paginated as Page 6a. The Table of Contents has <br />been updated accordingly. <br />4. Please include the map, "Figure 1 -A, Loadout Area Vegetation Reference Area" at the <br />conclusion of EFCI's Discussion of Similarity of the Proposed Reference Area to the Reclaimed Areas (5 <br />pages) in Exhibit 11 in Volume No. 8. following the landowner letter mentioned above (Page 6a). The <br />List of Figures has been revised accordingly. <br />
