• 2.03 Legal, Financial, Compliance, and Related Information <br />2.03.1 Objectives <br />The objective of Section 2.03 is to ensure that CDRMS receives all relevant information <br />regarding ownership and control of underground coal mining operations, the ownership and <br />control of the property to be affected by those operations, the compliance history and the status <br />of the Peabody Sage Creek Mining LLC and other relevant persons, and other important <br />information required in the application. <br />2.03.2 Responsibilities <br />PSCM is providing CDRMS with this written application to perform underground coal mining <br />and reclamation operations. The format parallels the CMLRB coal mining regulations. This <br />application focuses on the requirements of the Coal Regulations of the CMLRB which includes <br />Rule 2 - Permits, Rule 3 — Performance Bond Requirements, and Rule 4 — Performance <br />Standards. <br />2.03.3 (1 -9) Format and Supplemental Information <br />(1) PSCM has endeavored to delineate information in this application that is current, presented <br />clearly and concisely, and supported by the appropriate references to technical and other written <br />material available. <br />• (2 -5) All the tests, analyses and surveys were carried out pursuant to these Rules were performed <br />or certified by a qualified person. All the chemical and physical laboratory analyses were <br />conducted by a laboratory using approved and standardized procedures. All the water quality <br />sampling and laboratory analyses were conducted in accordance with the current edition of <br />"Standard Methods for the Examination of Water and Wastewater ", or the methodology in 40 <br />CFR Part 136 and Part 434. Personnel responsible for all the technical data submitted in this <br />application are identified by: names of persons or organizations which collected and analyzed the <br />data; the dates of collection and analyses; and the descriptions of the methodology used to collect <br />and analyze the data. <br />(6) The application for this underground mining and reclamation permit was made on forms <br />provided by CDRMS. <br />(7) The names and addresses and positions of officials of each private or academic research <br />organization or governmental agency consulted during the preparation of this application for <br />information on land uses, soils, geology, vegetation, fish and wildlife, water quality and quantity, <br />air quality, and archaeological, cultural, and historical features are listed below: <br />Land Uses: Twentymile Coal Company <br />Jerry M.
