My wife, Kim, and I live in Platte River Ranch Estates (PRRE), that has a mile of the South Platte <br />running through its undeveloped common property downstream from the discharge, which is visible from our <br />home. We and the other 21 PRRE land owners and our guests enjoy the amenity of fishing in this section of the <br />South Platte, as well as in Cottage Grove Reservoir, an augmentation pond also owned by PRRE that is fed by <br />the South Platte, also on PRRE property. <br />Speaking not only for my wife and myself, but also for the other 21 PRRE landowners, as President of the Platte <br />River Ranch Estates Water and Road Association, I strongly support the recommendations made by Mr. <br />Kochman in his 23 October email to you in this regard. Whether this discharge was inadvertent or by design, <br />HMMC should be held accountable for the discharge and the resulting damage to the South Platte and its <br />aquatic habitat. And further, HMMC should be required to mitigate the damage at its expense and change its <br />processes to ensure that such a discharge does not happen again. <br />Please include these comments as part of the public record for the upcoming 19 November meeting of the Mined <br />Land Reclamation Board. <br />Sincerely, <br />r= <br />C.
