It was <br />found complete on 5/30/2014. <br />TR70 seeks to amend the design for a haul road from the facilities area up to the Refuse Disposal Area (RDA) <br />which had been approved with TR66. That road was never built since NECC realized that the TR66 design was <br />unrealistic. The existing road is approved as an access road, and was constructed pre -1977. The reason that <br />NECC now want to re- permit the road as a haul road is because they wish to haul development waste up to <br />the RDA from two temporary storage piles and possibly from a complete permanent pile. (I strongly support <br />the idea in principle since it will see "hazardous" material moved from it's current location immediately <br />adjacent to the Purgatoire River. Furthermore, the reclamation of the RDA alone is preferable to the <br />reclamation of the RDA plus several development waste stockpiles) <br />A number of other items were bundled into TR70, not all of which are related to its central objective. These <br />include: <br />• The addition of a temporary conveyor belt to convey development waste onto the main refuse belt (this <br />will be helpful if the large development waste stockpile is to be moved and is viewed as a long -term <br />alternative to trucking waste up the newly permitted road). A temporary belt was previously permitted in <br />a similar place and was bonded for. <br />• Revise the ditches and culverts in the central facilities area <br />The initial adequacy review was sent on 6/27/2014, (attached). <br />NECC sent a response which is dated as received on 10/8/2014, (also attached) <br />In preparing my reply to the response I realize that the assistance of my colleagues will improve the quality of <br />my review.
