Compliance With Mine Plan <br />N -Other <br />Y - Processing Waste <br />R - Roads <br />N - Reclamation Success <br />R - Revegetation <br />N - Subsidence <br />N - Slides and Other Damage <br />R - Support Facilities On -site <br />Y - Signs and Markers <br />NA - Support Facilities Not On -site <br />NA - Special Categories Of Mining <br />Y -Topsoil <br />COMMENTS <br />A partial inspection of the King Coal Mine was conducted by me, Marcia Talvitie of the DRMS, <br />on Thursday, October 23, 2014 beginning at 12:00 p.m. I was accompanied on the inspection by <br />Wade Wymore and Mike McFarland of GCC Energy. Skies were clear, and the temperature <br />reached into the upper 60s. <br />The main focus of the inspection was surface water control features for King I and King II - <br />southwestern Colorado received a number of rainfall events in September and October. <br />ROADS Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />• The roadway surfaces were graded smooth, and in good condition. <br />• The roadside ditch for the belt portal access road had been recently maintained (Photo 1). <br />SUPPORT FACILITIES - Rule 4.04: <br />• The King I and King II facilities were generally neat, and well organized. <br />• Miscellaneous mine materials at King II are now stored in the area previously occupied by <br />the temporary office trailers. <br />• The volume of coal at Stack Tube #1 is significantly smaller than that seen during previous <br />inspections. A high berm of coal around the western side of the pad remains (Photo 2). <br />• At the King II belt portal bench, the pad had been recently cleaned and graded. Some of the <br />loose material, including a small amount of coal, had been pushed up onto the berm. This <br />material should be removed and disposed of properly. <br />• The oil storage shed at King II was neat and organized, and all petroleum products were <br />stored underneath the roof. We observed an oily patch, likely diesel fuel, on the concrete <br />spill apron adjacent to the tanks. This material should be blotted and handled in accordance <br />with the mine's Spill Prevention, Control and Countermeasure (SPCC) plan. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 1 Page 2 of 6 <br />
