RECEIVED <br /> Water Division 1, Water District 2, Weld County <br /> Approval Period: July 1, 2014 through June 30, 2016 OCT 272014 <br /> Contact Phone Number for Mr. Rick Parsons: 303-667-5067 DIVISION OF RECLAMATION <br /> MINING AND SAFETY <br /> Dear Mr. Parsons: <br /> We have received your letter of August 15, 2014, requesting approval of the above referenced <br /> substitute water supply plan ("SWSP")to cover depletions caused by an existing gravel mining operation. <br /> The required application fee of$1,593 for an expired SWSP has been submitted (receipt no. 3666428). <br /> The original SWSP applied for by South Platte Sand and Gravel LLC was approved on April 30, 2001 and <br /> has been renewed since that time. The prior SWSP was renewed by letter dated August 17, 2012 and <br /> that plan expired on June 30, 2014. A new SWSP application was submitted to the State Engineer's <br /> Office on September 3, 2014. <br /> Plan Operation <br /> This plan seeks to replace depletions resulting from mining at the S&H Mine Gravel Pit ("S&H <br /> Pit") operated by Gilcrest Reservoir LLC ("Applicant"). Gilcrest Reservoir assumed operational and <br /> ownership control of the mining site from Platte Sand and Gravel LLC when the Succession of <br /> Operators was approved by the Division of Mining Reclamation and Safety ("DRMS") on February 2, <br /> 2011. There are no current mining activities occurring at this pit and as such the only depletions <br /> covered under this SWSP are those caused by evaporation from a ground water pond that resulted <br /> from past mining operations. Should mining activities resume an amendment to this SWSP will be <br /> required. <br /> The S&H mine permit area covers approximately 750 acres and is divided into different cell mines. <br /> The two structures included in this SWSP are Sharkey's Reservoir (aka Sharkey's Lake -WDID 0203977) <br /> and Sharkey's Pond. The liner of Sharkey's Reservoir has been completed and based on a Division of <br /> Water Resource's liner approval letter dated May 22, 2009, the pit has been lined to the design standard <br /> referenced in the August 1999 State Engineer Guideline for Lining Criteria for Gravel Pits. The proposed <br /> replacement source is water stored in-priority within Sharkey's Reservoir. <br /> Depletions <br /> According to the information submitted, no water surface was exposed within the permit boundary <br /> prior to January 1, 1981. Sharkey's Pond currently exposes 10.8 acres of ground water.
