September 18, 2014 C- 1980- 007/West Elk Mine JRS <br />- The RPEE fresh -water ditch was flowing due to the recent rains in the area. The water was leaving the channel <br />for a short distance before it flows into the undisturbed channel. West Elk was working on fixing this area. The <br />ditch was clean and there were no erosional problems noted at the time of the inspection. <br />- Pond MB -4 contained water approximately one foot from the top and was not discharging at the time of the <br />inspection. The pond is an incised, concrete pond. The sump that flows into the pond was full but not discharging <br />into the main pond. No problems were noted with either the pond or sump. <br />- Pond The south cell of pond MB -5E contained water and was being pumped dry at the time of the inspection. <br />There was some sediment in this cell but it was not to a level where it needed to be cleaned. The north cell of the <br />pond contained water to the level of the equalizer pipes and was not discharging at the time of the inspection. <br />There was also a small amount of sediment at the inlet of the north cell of the pond. The pond was well vegetated <br />and stable and no erosional problems were noted. The emergency spillway is an open, riprapped channel. It was <br />stable at the time of the inspection. <br />- Pond MB -3 contained water approximately one foot below the discharge pipe and was not discharging at the <br />time of the inspection. The pond was well vegetated and stable and no erosional problems were noted. <br />GENERAL MINE PLAN COMPLIANCE: <br />- The West Elk Mine was currently mining in longwall panel E5 at cross -cut 46 (station 85 +80). They were <br />working on developing the longwall panel E6 headgate and were at cross -cut 56 (station 107). Development work <br />in the E South Mains was at cross -cut 80. All of the mining at the West Elk is progressing as permitted and shown <br />on approved Map 51 - E -Seam Projected Operations. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- The RPE was well graded and stable at the time of the inspection. Here were no piles of unspread, uncompacted <br />refuse on the pile. There was no water pooling on the surface of the pile at the time of the inspection. The older <br />reclaimed slopes of the RPE were well vegetated and stable. The slopes that were reclaimed last year (2013) have <br />been matted to help control possible erosion this next spring. There were no erosional problems noted on the RPE. <br />- The operator was still working on hauling, spreading and compacting refuse on the fourth lift of the RPEE. <br />There was a large pile of refuse on the outer edge of the fourth lift. This material was being pushed down on the <br />third lift to help achieve final grade for subsoiling and topsoiling operations. The operator was also working on <br />dressing the second lift for reclamation. The first lift of the RPEE has had subsoil replaced on it. The area above <br />the buttress has been reworked to allow for better positive drainage. Overall, the RPEE is in good condition. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The main haul/access road is a paved road. The road was stable and no problems were noted. <br />- The haul road to the Sylvester Gulch facilities area was well graded and stable.
